LYNNE, Senior District Judge: Concluding that we have jurisdiction of appeal Number 84-3859, we review the district court's March 30, 1984, 597 F. Supp. 601, order declaring Section B3d of Ordinance 81-23, as amended by Ordinance 82-24, enacted by Manatee County, Florida, unconstitutional on the ground that it contravenes the First Amendment and enjoining its enforcement. We reverse.
